Melissa Andrade Costa

Director, Senior Evaluator Consultant

Melissa Andrade Costa has over 20 years of experience in Monitoring, Evaluation, and Consultancy Services. She has worked with organizations such as UNV, UNDP, UNAIDS, WIPO, UNOPS, UNFPA, UNICEF, UNODC, IDLO, IOM, FAO, UN WOMEN, the Peacebuilding Fund, and ICAO. Her expertise spans strategy, program, and project evaluations at global, regional, and national levels, covering areas from volunteerism to HIV, technical assistance in development cooperation, security, human rights, children's rights, migration, food security, and gender equality in Latin America, Asia, and Africa. Melissa holds a Master's degree in Social Policy in Developing Countries from the London School of Economics.

Eva Rodríguez

Eva Rodríguez is a peacebuilding and governance expert with over 20 years of experience in international development, specializing in program design, implementation, and results-based evaluation. She has led complex initiatives in El Salvador focused on justice reform, mediation, and inclusive governance, including managing a multi-year, USAID-funded human rights project. As the founder of Partners El Salvador, she has contributed to measurable improvements in civic participation and institutional accountability. Eva holds a Master’s degree in Peace and Conflict Studies from Uppsala University and brings a strategic, evidence-driven approach to sustainable peacebuilding. She is currently based in the Dominican Republic.

Khalil Bitar 

Associated Professional

Khalil Bitar is an expert with over 15 years of experience advising international organizations, governments, and NGOs, and managing and conducting evaluations. Khalil's extensive evaluation portfolio includes managing and conducting high-level evaluations in over 20 countries, including Fragility, Conflict, and Violence (FCV) settings. His relevant experience includes serving as an External Evaluator for the UNRWA Emergency Appeals for the Occupied Palestinian Territories and Syria Regional Crisis. Khalil holds leadership positions in the global evaluation community, currently serving as the elected President of the International Organization for Cooperation in Evaluation (IOCE), Co-Chair of EvalPartners, and Co-Leader of the Eval4Action global campaign. He holds an MSc with Distinction in Development Evaluation and Management from the University of Antwerp in Belgium. Khalil speaks Arabic and is based in Switzerland.

Beatriz Marciel

Beatriz brings over 15 years of experience in international development, specializing in program evaluation and project coordination across Latin America, the Caribbean, and Asia. Her extensive expertise includes managing development initiatives in collaboration with UN agencies, governments, NGOs, CSOs, and academic institutions. As an independent evaluator, advocacy officer, project coordinator, and MEAL specialist, Beatriz has played a pivotal role in promoting sustainable rural development and community enhancement, with a focus on integrating gender, human rights, and inclusion strategies. Beatriz excels in coordinating diverse stakeholders and facilitating participatory consultations.

Upul Ranaweera

Upul Ranaweera is a senior development expert with over 30 years of experience in Asia, Africa, and the Caribbean. He is an expert in Results-Based Management (RBM), particularly on the fundamentals of RBM and its application in programming within UN agencies, mainly the UNDP. Upul has extensive experience in managing external evaluations for the UN, including UNDAF, and in developing Results Frameworks, such as building the Monitoring Framework of the National Strategic Plan to Eliminate Gender-Based Violence in Jamaica. He also has experience in rural women's entrepreneurship and project management. Upul holds a master’s degree in computer science, with his research focusing on “A Neural Network Approach to Credit Worthiness of Grassroots Level Rural Entrepreneurs.” Upul speaks Tamil and is based in Sri Lanka.

Mehiret Habte

Ms. Mehiret Habte is a Monitoring, Evaluation, and Learning (MEL) specialist with over 17 years of professional experience in the fields of gender equality, population studies, humanitarian response, and development programming. Her doctoral research focuses on women’s empowerment, male engagement, and fertility dynamics in Ethiopia. She has worked extensively with global organizations including UNFPA, UN Women, IOM, EngenderHealth, Pathfinder, and others, bringing robust evaluation expertise to programs that address sexual and reproductive health and rights (SRHR), youth empowerment, and durable solutions for crisis-affected populations. Ms. Mehiret contributes to Ethiopian national evaluation capacity developmentas a volunteer board member of the Ethiopian Evaluation Association and the Forum for Social Studies.

Kenia de Aguiar Ribeiro

Kenia is a journalist and graphic designer who holds a degree in Social Communication from the University of Brasília in Brazil. She has over twenty years' experience working in design and institutional communication, having coordinated teams and projects in her own communication agencies. She has developed visual identities and printed publications for organisations such as Oxfam, the Igarapé Institute, Hasow, Safeworld, the Quakers and Civilian Capacities, as well as some Brazilian government institutions, including the Ministry of Planning, e-Gov, Comprasnet and the Federal Revenue Service. She also worked as Communications Director for the National Confederation of Municipalities (CNM) for over five years. She has experience in creating editorial materials, technical reports and graphic pieces for corporate and cultural events, as well as developing graphics for magazines, books and institutional journals. As an authorial photographer, she is working on a photographic project entitled 'Archaeology of the Sacred', which can be viewed here.
